I live in a HDB and someone has made a Complaint

First, find out why the complaint was made. If your dog is displaying behaviours that might be causing a nuisance to your neighbours, attempt to rectify the issue. Step 2: Ensure Your Dog is Properly Licensed

All pet dogs in Singapore must be licensed with the Animal & Veterinary Service (AVS) under the address where they reside. Without a valid licence, you could face a fine of up to S$5,000. Licensing ensures accountability and helps in reuniting lost pets with their owners.

 

Step 3: Understanding Adoption Rules for HDB Flats (ADORE Programme)

If you are staying in an HDB flat and your dog was adopted under the ADORE (Adoption & Ownership of Dogs for Responsibility & Education) programme, there are specific requirements that must be met.

 

Dog Requirements for HDB ADORE Programme

Your dog must:

✅ Be a local medium-sized mixed-breed mongrel / “Singapore Special”

✅ Be at least 6 months old and sterilised

✅ Have a shoulder height up to 55cm

✅ Undergo mandatory training programme by an AVS-accredited dog trainer

 

Adopter’s Responsibilities

As an adopter, you must:

✅ Sign a declaration document stating that you will observe the Code of Responsible Behaviour (CORB)

✅ Understand that only 1 registered dog is allowed per HDB household

✅ Ensure that your dog is sterilised, vaccinated, and microchipped

✅ Apply for an AVS licence

✅ Complete a mandatory training programme with your dog, conducted by an AVS-accredited dog trainer
